The Swiss municipality of Samnaun (1,846m) is located in the Lower Engadine (Canton Graubünden) and borders the Austrian region of Tyrol. The municipality consists of the districts of Compatsch, Laret, Plan, Ravaisch and Samnaun. Altogether, Samnaun has only about 800 inhabitants. Samnaun’s duty-free status is closely linked to its history. Until 1912, Samnaun could only be reached via Austria. With the introduction of the customs system, Samnaun would have economically struggled. The Swiss Federal Council therefore decided to grant Samnaun duty-free status. The small mountain village was thus able to continue trading with neighboring Tyrol without having to declare all products.
